Palm Springs, FL rental rules for landlords

The certificate and business license the Village of Palm Springs asks for, and how to apply.

Updated November 3, 2026

In short: the Village of Palm Springs asks rental owners to file a Residential Rental Certificate of Use and Occupancy application with its Planning, Zoning and Building Department. The village's local business license depends on that certificate being approved and on the property meeting village building and zoning rules. The village's published pages do not describe a separate rental registration or a scheduled rental inspection program.

Check the property is in the village

These rules apply inside the Village of Palm Springs only. A Palm Springs or 33461 mailing address does not always mean the property is inside the village, so confirm with the village before you apply. Rentals in neighboring cities follow their own rules, such as West Palm Beach and Lake Worth Beach.

What the application asks for

  • The business name or the rental property owner's name, the rental address and the owner's mailing address, phone and email
  • The number of dwellings and the number of bedrooms
  • Whether the property is homestead exempt
  • How many rooms are rented, whether space within the unit is shared and how many unrelated adults live in each unit
  • Whether it is a group home or assisted living facility, and whether there is a staffed office on the property
  • Your signature, acknowledged before a notary

What you agree to

  • The local business license depends on approval of the Certificate of Use and Occupancy and on compliance with all village building and zoning ordinances, and that compliance must be kept up
  • Failing to keep compliance is cause for revoking the certificate
  • If you sell or transfer the property, you must tell the department in writing, give proof of the change and pay any business license fees owed on the account
  • You initial that you have noted Chapter 39 of the village code, which includes a ban on renting property to certain sexual offenders and predators
  • For short term rentals, Palm Beach County's tourist development tax may also apply

Applying

  1. Download the Residential Rental Certificate of Use and Occupancy Application from the village's Forms and Applications page
  2. Call the department on (561) 584 8280 or email [email protected] to confirm the fee and how to submit. The village does not publish the fee online
  3. Ask whether the property will be inspected before the certificate is approved, and book the visit for a time the unit is empty and clean
  4. Sign the form in front of a notary and submit it. The department is at 226 Cypress Lane and is open Monday to Friday, 8 am to 3 pm, with no new submittals after 2 pm

Renewal

The same department issues business tax receipts. Under Florida's business tax law, receipts are due by September 30 each year and expire on September 30 the next year. Late renewals carry a penalty of 10% for October plus 5% for each further month, up to 25%, and running a business without a receipt that is required adds a penalty of 25% of the tax due (section 205.053).

If the village visits between tenants, have the unit cleaned first. Send a request for a turnover clean in Palm Springs and a local cleaner will call you to quote.
